Especially since it seems like a lot of people believe SOPA's meant for the US senate to grub money off of (which it probably is).
SOPA allows the US court to ban American web sites' DNS-entries. They would do so to any site using
anything without written consent from the owner of the item/object/code/artwork in question. That would mean Wikipedia, Youtube, dA, facebook and any other site that allows users to post things in any way
will have their rightful URL banned in America. Any web site outside of the US would have their URL blocked within US-controlled internet, meaning Ukrainian web sites containing pictures without an artist consent would be blocked from access to US web-users, while remaining open to non-US web-users. SOPA and PIPA only bans the DNS entries though, so you can still access a server through IP-addresses.
Also, PIPA would most likely mean that dA would have to pay the largest fine in Internet history ever known of, considering its aim is to prevent the spread of illegally distributed copies of artwork and the like, having
the host (in this case dA) of said works pay the fine for hosting it, not the person who uploaded said work to the host. Think about all the art theft that's on about here at dA. Now think that that would account for barely 5% of that fine. Think of the amount of copyrighted characters, whether they be Edward or Naruto, being depicted illegally, without consent from the original creator, in every fangirl/-boy's fan art. Technically, anything in the "fan art" category would account for this fine dA would have to pay. I can safely bet that roughly 80% of dA's total userbase (80% because of the amount of inactive users with 0 deviations) have posted at least 1 deviation depicting or describing a copyrighted character, item, object or place. I know of at least 46 deviations of mine that does
